What was missing from the funding of research topic was a discussion of private research. Why did Bell Labs exist? Why was it so successful? What policy levers would favour the creation of other such bodies?
I work for a major Canadian consulting engineering firm; we have no research branch or formal research funding programme (though individuals are encouraged to submit papers based on their projects). That seems to be typical of Canadian businesses.
